From a psychologic / sociologic point of view: Twitter is a toxic platform that promotes sociopathic accounts and their content. "Listen what I say but I don't care what you have to say" is the best way to get rewarded with lots of impressions. And as more impressions lead to more interactions this guarantees automatic success.
