I wouldn't say that international law has never been applied to everyone, rather that most states voluntarily followed international law and the few who didn't suffered consequences especially diplomatic isolation.

But with Israel it's a totally different thing now, if any other country did what Israel has been doing for the past two years, it would have been labelled a pariah or even a terrorist state and been diplomatically and economically isolated.
