Article 2(4) of the UN Charter prohibits the threat or use of force against the territorial integrity or political independence of any state. The US do not have a mandate from the Security Council and they cannot claim self-defense because Yemen did not attack US territory. The reported civilian casualties raise serious concerns about compliance with international humanitarian law.
