I don't think it is "misjudgement". Normally if you register a twitter account you need to provide an e-mail address, a phone number and solve one or more captchas. Someone must have been investing a lot of mony to create this many spam bots and there is also the issue that they like your tweet a few seconds after it was posted which requires access to Twitter's paid API which costs $5000 per month. Also notable that the links in these profiles do not work so there is no revenue to be gained.
